The beginning of the 21st Century brought significant security challenges affecting countries and societies around the world. New security policies have had an impact on a multitude of areas ranging from civil liberties, diplomacy, trade, cyber-security and inter-faith relations.

Humboldt-Universität zu Berlin presents an intensive course to examine the implications of government anti-terrorism policies from a multidisciplinary perspective.

With two-weeks in and around Berlin, participants will engage in current security issues from both a European and American perspective, culminating in the receipt of a certificate from Humboldt-Universität zu Berlin.

The focus will lie on the theoretical, philosophical and political background of the notion of security. In addition, this part will analyze the current debates in Europe in general and Germany in particular about the enforcement of new security laws. Contradictions between different areas of security (data, social, political) will be scrutinized.

Amongst other topics, this will encompass:

  • Historical development of security

  • Social dimensions of security; the welfare state, the social state, security between the individual and the group; ethics and values related to security issues; security issues in the media

  • Political and legal perspectives on security policies, shifts in political concepts and political practices in Germany/Europe in response to the challenges to security after 9/11; the new role of the state; national and international security law; police and secret service surveillance law; data security law; issues of enforcement.
